Those voters who did not reside in one of the two allegedly racially gerrymandered districts, and who failed to provide evidence that they were assigned to their district of residence on the basis of race, lacked proper standing to participate in the racial gerrymandering claim. After noting the challenged district\u0027s unusually non-compact serpentine shape, and the appellants\u0027 admission that the districts\u0027 were primarily designed to create black voting majorities, the Court applied \u0022strict scrutiny\u0022 to the facts at hand.
