The IIRIRA restricts judicial review of the Attorney General\u0027s \u0022decision or action\u0022 to \u0022commence proceedings, adjudicate cases, or execute removal orders against any alien under this Act.\u0022 Reno then filed motions arguing that the IIRIRA deprived the courts of jurisdiction over the aliens\u0027 selective-enforcement claim.
