Justice Ruth Bader Ginsburg delivered the opinion for the unanimous Court, which held that, although the Sixth Amendment does not apply in tribal court proceedings, ICRA contains procedural safeguards that are similar to those in the Bill of Rights and the Fourteenth Amendment. As long as prior convictions were valid under ICRA when they were entered, they can be used as predicate offenses to enhance a sentence under 18 U.S.C. 117(a), even if they would not have been valid in state or federal court.
