Virginia. A majority of the Court held that it does, vacated the judgment of the Texas Court of Criminal Appeals below, and remanded for further proceedings.\u003C\/p\u003E\n\u003Cp\u003EOn remand, the Texas Court of Criminal Appeals reconsidered the issue and reach the same conclusion. In its original decision in 2017, the Court criticized the lower court for largely basing its analysis and reasoning on outdated medical standards. On remand, the Texas court again noted three criteria for evaluating mental disability\u2014intellectual-functioning deficits, adaptive deficits, and early onset\u2014but focused almost exclusively on the second criterion. The Court found this focus to be inconsistent with its prior opinion.
